Beman-tidy - Allowing pre-wg21.link links

I wrote [readme.implements] requires a `wg21.link` · Issue #327 · bemanproject/beman-tidy · GitHub about this last weak. The current pre commit hook prevents us from linking to revisions of papers that have not gotten a wg21.link link and getting that link may take months. Meanwhile, if there isn’t a wg21.link link at all, we can’t commit. If there is a wg21.link link it will point at an old version of the paper sometimes making the implementation and paper out of sync.

I also created the PR Make readme.implements accept pre-wg21.link links by TedLyngmo · Pull Request #328 · bemanproject/beman-tidy · GitHub to allow isocpp.org/files/papers or wg21.link in the URL.

I just wanted to hear what your take on it is since I haven’t gotten any review comments.

I think this should be allowed (approved the PR although you should be allowed to override anyway). @neatudarius has been the Shepard of tidy, but he’s on a bit of a leave at the moment.

That update is now propagated in the entire org.
