This is just the formal parts, created with the cookie cutter, then cleaned up to refer to expected and its components. Empty tests are passing in CI, empty headers with synopsis in comments compile, and the empty project installs and is usable.
Not sure when I’ll have time to do real work, but I had one possible volunteer ask me about it so I set this up.
